Special Pattern Notes: The cowl is worked from the top down and is worked in joining rounds for rows 1-18, and then the remaining portion of the cowl is worked by turning rows.
If you are unaware how to do a Foundation Double Crochet, YouTube has wonderful tutorials. - https://www.youtube.com/watch?v=YGPkRHF0rUw
Once you reach the decrease portion of the cowl, remember the last v-stitch consists of a dc, ch 2 and a HDC, not a dc. The hdc helps decrease the amount of bulkiness when turning.
Stitch markers will help make the decreasing portion a lot easier so I highly encourage using them. You will also need to move them each row as you go through the decrease.
