Starting with a picot edge on the ends only at cast-on: GrandmaKnits’ Picot Cuff Modification.
Or knit those sleeve extensions first
Cast on 36 stitches, knit 10 rows (5 garter ridges) increase to 45 sts, continue in garter until you are one row short of the 15th garter ridge, cut yarn and place stitches on a holder.
Repeat for next cuff except this time, finish the final wrong side …
