Arrow stitch crochet in the round with two decrease rows. After you get through rows 1-5 the pattern is pretty obvious and easy to complete.

I used hook 1/9 for the hat and H for the brim.
I made it to go with my arrow wrist warmers which is another free pattern of mine.
