Circular knitting needles size 8.00mm (16” or 24” cable length). Can be made using double-pointed needles instead if you know how to convert a pattern for that purpose.

This pattern is similar to my “Knitted Slouchy Basket Weave Cowl” pattern. The combination of the particular yarn + the stitch counts are the main differences. This pattern is a stiffer build + sits more upright.
