I used a 3.5 mm hook, but I work double crochets really loose, and all of my testers used 4.5 mm hook to get the same size as I did.
Noting this, even though I recommend a 3.5 mm hook, you might have to size up. The one important thing is, that after the increase rounds, the diameter has to be 17 cm.
