Good news! 2018 There is now a single, updated version of this pattern available on Ravelry which includes a chart for the lace pattern.

Pleated hem panel and lace panel knitted sideways, then stitches picked up on circular needle and knitted upwards to ribbed waist, pulled in by crochet tie. Length of skirt can be adjusted to suit.
