Size of shoe is governed by the size of hook used – the smaller the hook the smaller the shoe. Check your tension by working the first 3 rounds using a 3.00mm (US C2/D3) hook and use this as the tension swatch. If these 3 rounds measure as stated, work shoes using appropriate size hook for the size of shoes being made.
