Emperor Zurg stands at approximately 10 inches/25.5cm tall (to the top of his head not including the horns) and 4.5 inches/11.5cm wide (shoulder to shoulder).
Some cardboard went into the top and bottom of the torso for added structure. I did not use any wire however this can be added if you prefer some added strength to the waist. You could also add some wire to the arms as I did with Buzz to make his arms positionable.
