Fisherman’s Cowl is worked flat in one piece from side to side, and grafted or seamed to form a cylinder - wider at the base, narrower at the top.
This shaping doesn’t require short rows, but is a natural result of the difference in row gauges between the waffle stitch and the cable.

Sunday Knits 5 ply (worsted) in Nirvana (92% merino 8% cashmere), Eden (100% merino), Brigadoon (100% merino tweed) or Angelic (75% merino 25% angora); 125 m / 137 yd per 50 g / 1-3⁄4 oz skein: 2 skeins.
