This flame pattern is continuous around the waist. Neckline type is high neck (like the purple vest).
Some of my testers experimented different necklines (a v-neck and a square neck in the photos) and ribbings to give an example of what you can do with the pattern.

When lay flat
Shoulder 11 inches
Width 17 inches
Length 20 inches
These are the base measurements but all measurements are adjustable.

4 mm Crochet Hook

Crochet stitches include single crochet, post double crochets, half double crochet and decrease stitches.
