I made this for my almost 7 year olds. You can adjust sizing slightly by using a different size hook.

I used Hobby Lobby’s brand in Brights and it took about 1.5 skeins. I only had stash scraps of the ruffle yarn, so that is a little more obscure. I would guess about a full skein of ruffle.
