This hat is worked back and fourth on straight needles (or circs, if you prefer). You can do it one of two ways, do a provisional cast on and then do a three needle bind off, and mattress stitch just the top portion, or cast on and bind off normally and mattress stitch all the way up the seam.

This hat comfortably fits my 22” head, as well as my boyfriend’s 24” head, and comes to mid-ear.
