The square neck and alternating sections of double crochet and granny stitch reminds me of the granny merge square blanket. The shape of this blouse is a wide rectangle. The length is a crop length and the sleeves are wide and open. The result is a drapey, loose, boxy blouse. This tutorial will explain how to customize your size rather than giving exact rows/stitch counts for you to follow.

I used Authentic Hand-Dyed merino yarn from Yarn Bee. I used about 700 yards for my sample. It is 24” across at the chest and 14” long from the shoulder to bottom hem. It fits a Small/Medium adult. You will need more or less yarn depending on what size you make.
