The size is for toddler: 1-3 years old. This can be modified at a multiple of 8+1.

3mm crochet hook
Red Heart Wintuk sport yarn 2ply

Gauge: 6 ch = 1 inch
4 sc = 1/2 inch

Abbreviations used:
st = stitch
ch = chain
sl st = slip stitch
sc = single crochet
dc = double crochet
sp = space
sk = skip

Puff stitch - Yarn over, insert the hook in the stitch, yarn over, draw the yarn through the stitch, yarn over, and draw the yarn through the 2 loops on the hook.
2 loops remain on the hook.
In the same stitch, repeat the preceding step twice.
You should have 4 loops on your hook.
Yarn over and draw the yarn through all 4 loops on the hook.
