The sizes included are:

Newborn (Shoe Size 0)
Small 3-6 months (Size 1)
Medium 6-9 months (Size 2)
Large 9-12 months (Size 3)

My almost 2 year old fits the Large size. So it can easily go to 24 months and up if you crochet loose, or go up a hook size.
