Cowl is worked flat, in one piece, then both ends are joined. Blocking is important for this item, to open the mesh stitches up more. Once blocked, the length will grow as well. If you are using a synthetic yarn, such as acrylic or a non stretchy yarn, you can work more rows to get the correct measurement.
