This cable pattern reminds me of old diamond pane windows. There are small eyelet sections breaking up the cables.

While most of the design is worked from the front, the smaller cable is crossed from both the front and back of the fabric. A provisional cast-on is suggested for the cowl. If you decide to do it as a scarf, you may use a regular cast-on with a seed stitch hem. Opened flat, the sample is about 41” (104cm) long.

Using DK yarn on US 6 (4.0mm) needles one repeat is about 6” wide and 5.5” tall (15x14 cm). A slightly larger needle was used to help compensate for the pull of the cables.

A cable needle and 2 stitch markers are suggested.
