The skill level is easy, it uses repeats of the same pattern with a few tweaks here and there. When I’m learning a new stitch I find Youtube is the best source. It is written in US terms.

You will need a 5mm hook & yarn weight #1 superfine/fine/2ply/3ply, it would also work with sport weight.
160grams was used for a cropped size xs, I recommend at least 200 grams of yarn to make sure you have enough, larger sizes and longer cardigans should use at least 250+ grams.
Foundation Double crochet is used in this pattern.
