The cowl is knit in the round as a tube and has a cuff over and under the Brioche pattern in the middle.
The pattern contains both written instructions and charts

Circular needles in size to obtain gauge, e.g. with a length of 40-60 or 100 cm / 16-24” or 40”
When knitting the sample, gauge was obtained on 3.5 mm / US4 needles
Note that I am a tight knitter so you may need to go down a needle size to obtain gauge.

20 sts and 48 rnds = 10x10 cm / 4x4” in brioche pattern after blocking

Always knit a swatch to make sure your gauge is correct.
