Gauge doesn’t matter as long as you use the same hook throughout.

You will need green, orange, brown and white yarn all in the same weight category.
8mm safety eyes, or embroidery thread if you prefer.

The original Oompa Loompas were all played by individual actors in this 1971 movie and they varied in size and shape greatly, so if yours is a little larger, taller or fatter then you may need to make the belly straps a little longer. But that just makes them all the more authentic.
