I would categorize this as an intermediate/experience knit. Techniques used are intarsia and cables. To create a reversible design you need to work with multiple strands of yarn at one time.
Yarn: Knit Picks Hawthorne Fingering, by Knit Picks, Fingering/4 ply, 80% Wool, 20% Nylon, 357 yards/100 grams, color: Blackbird, 1 skein (MC); Knit Picks Hawthorne Fingering, by Knit Picks, Fingering/4 ply, 80% Wool, 20% Nylon, 357 yards/100 grams, color: Poseidon, 1 skein (CC)
Needles: Knitting needles (straight or circular), size US size 3 (3.25 mm) and size US 2.5 (3 mm)
Notions: cable needle (cn) – optional, tapestry needle for sewing in ends
Gauge: 24 stitches and 34 rows = 4 inch (10 cm) in stockinette stitch, washed and blocked
Dimensions: length: 70 in , width: 7 in
