This is a knitted edging. Although originally designed for my Rowan Mystery Afghan, it could be used for anything. It includes garter stitch, a 4-stitch cable, eyelets and is knitted on as you go. If you want to make a seamless join when the border is complete, you’ll need to know how to do a provisional cast-on and how to graft stitches. (Since the border is only 16 stitches wide, this might be a good chance to learn!)
