Knit it from the hem on up, including the fabric ruffle yarn as you go. Ribbing at the top makes it comfortable and easy to fit.

Dress is worked in the round in one piece from bottom to top. Ruffles are added by working both yarns together, and armholes are formed by binding off stitches, then casting on stitches for sleeves on the following row. (Red Heart)
