I would consider this an advanced beginner project, and VERY quick to work.

This is a very loose/slouchy tam/beret. As it is I can imagine it would be great for stuffing hair in, for dreadlocks or for the renaissance faire.

However, you may want to add additional stitches to the brim or work it in a smaller hook, if you feel that it is too loose. I would suggest going down to a size K hook at smallest. Remember not to fear making your own adjustments in a pattern to ensure fit!
