This pattern is designed on bias, and starts and ends with a single stitch. NO PURLING. Colour-coded for increases and decreases.

The first 40 rows are written, and from then on you will also need a bit of Chart reading skills.

It is not a TV-knitting project. You will need a bit of concentration (and coffee/tea) and lace experience for this one.
