This pattern should be super easy for those familiar with knitting raglans. The ruffles are made by simply doubling the stitches, and then knitting another few inches, which creates the gathered effect.

I used just over one skein of yarn for the 4T. You might be able to scrape by with one skein for the 2T pattern, but I would still suggest buying extra just in case.
