The top is a loose fit and doesn’t mean to cover a lot - be aware that the thread also stretches. If you want it to be more modest, you can always add to the length (chain more in the initial chain) and width (work more rows) of the cups as well as reduce the length of the strings.
The approximate gauge is - 0.5 cm in one stitch and 2 cm in one row.
