This is a cold-shoulder poncho. Yardage is approximate, but 6 skeins of Truboo was used for One size, 7 skeins for Plus size. One size fits XS-XL, plus fits 2X-5X. I crochet tight so you may need to go down one or two hook sizes. Could use a 2 or 3 weight yarn.
It could be made into a regular poncho by seaming to desired length.
