This hat is knitted with Debbie Bliss Baby Cashmerino on US3 (3.25mm) needles. Detailed information is given in your pattern.

These hats are worked flat and seamed on a pair of single pointed needles.

The pattern has instructions to knit hats in the following sizes:
6-8lbs
0-3 months
3-6 months
6-12 months
1-2 years
3-5 years

I do recommend knitting this aviator flat and seamed with a fairisle float motif snowflake, but if you only work in the round you could convert this pattern for DPNs and duplicate stitch (swiss darn) the roses once you have completed the beanie. Each size would need to be 2 stitches less, (you would need to omit the first and last stitch of each row).
