I saw a similar stole-with-sleeve at a craft fair in Delhi, India this past February.

This is a simple rectangle with the sleeve emerging in the center from the “thumb trick” seen in the bottom photos.

The sleeve matches the stripes of the main part, and there is a fake seam on the under side.
