The popcorn stitches can work with a crochet hook. Length of the body and sleeves can easily adjust to your own preferences.

Gauge: 22 sts x 32rs on 3.75mm knitting needles in stockinette stitch.

Please block the dress after finished knitting so the puffed sleeves can pop out. ( Wash and lay flat to block).
