The sizing is for an adult noggin, but you can play with the cable pattern and make fewer repeats to fit tweens and children. Gauge is not crucial to this pattern, and if you can knit, purl and cable (or even just knit and purl - there are instructions for cabling), then you can whip this up in no time!
