A quick and very rough draft of my pattern notes from this sweater.
My version was constructed bottom-up, in the round, and the dinosaur added using duplicate stitch over the striped sweater fabric.
Alternatively you could use the chart for intarsia colourwork, and construct the sweater in flat panels that are grafted or sewn together at the end.

This pattern is listed for free since this is my own interpretation of an existing designer-brand piece. I do not claim to be the original artist for the dinosaur design, and the colourwork chart in this pattern is not an exact replica of the original artwork.
