This cowl is made using the Tunisian granite a.k.a honeycomb stitch. Set-up rows are worked in the simple stitch only. You will need to know both the Tunisian simple and purl stitches.
A 14inch Tunisian crochet hook should be sufficient for the project as written. If you choose to use a heavier yarn, I recommend sizing your needle up. This pattern is very forgiving, so as long as you keep things loose you should be good as far as gauge.
