The pattern is worked from the top down, starting with the two cups. Those are worked separately and then connected at the bottom with a small overlap. After this the lace pattern is worked until your desired length. The back is worked in lace and is later sewn onto the front. The straps are i-cord and sewn onto the cups and the back. You can attach the straps any way you like (like crossing them) but I sewed them on straight like any basic top.
