It’s knitted bottom-up. Two options are available: knitting the front and back separately on straight needle or knitting them together in the round. In both case, shoulder straps stitches are bind off using the 3rd needle method.

Yarn
Yarn used is Baby Cotton Organic (50g = 170m; Needles 3mm; 100% cotton) from Hobbii
It’s knitted with double strands and 3 colors(A,B,C). Color A is used for edges, background and shoulders straps and color B and C for flowers.
Color A : 4 - 4 - 4 - 4 - 4 balls
Color B and C : 2 - 2 - 2 - 2 - 2 balls
