Row 2 stitch count should be: 7 dc and 6 ch-1 sp.
Row 3 stitch count should be: 9 dc and 8 ch-1 sp.
Final stitch count/Row 27 should be: 57 dc and 56 ch-1 sp.

Please note that the instructions are correct - it’s only the printed stitch count that is off.
