Notes on gauge and sizing:  Gauge is determined by test knitting an individual square.  A square should measure 1 314 inches in height and 2 3/8 inches along the diagonal, and the number of stitches adjusted to reach this desired size.  The patterns suggest knitting larger squares for a larger vest size.
