I would rate this pattern Intermediate/Advanced.
It includes, provisional cast on, kitchener stitch, and cables.

You will use a provisional cast on for both the hat band and the scarf.
The hat starts with a cable band joined with kitchener stitch and picking up all the stitches on one side of band the hat is worked up. You will fold the brim up on top of hat for added warmth.
The scarf is worked in one piece. The front is a cable braid.
The pattern includes a chart for hat cable and written directions.

The softer the yarn the more luxurious this set will be. What a great gift idea.
