Mods:
1) Grafted the shoulders instead of doing a three-needle bind off.

2) Knit cuffs and collar in second colour, then did picot bind off in first colour.

3) Knit the spots, and appliqued instead of doing bobbles. To knit spots:
Cast on 5
Join in the round
Round 1: KFB around (10 stitches)
Round 2: Knit
Round 3: KFB around (20 stitches)
Round 4: Knit
Round 5: (KFB, K1) around (30 stitches
Round 6: Knit
Cast off, leaving a tail long enough to applique spot onto peplum.

I knit 14 spots and appliqued them randomly.
