As you see, I did not finish the little fluff sleeves. Once she put it on, it was hard to get it away from her! I may yet do the sleeves & hat, when life slows down.

used a 1 steel hook and 10 thread

I needed about 4 extra rows to make it long enough to start the skirt, because of the difference in my tension and that of the pattern. Because of the difference in tention, your row 20 may not fall in the same place as mine. Make sure the top is such and such long/comes to tops of legs, before starting the skirt.

rnd 22: should start by saying what kind of dec to use.

rnd 23, the sc on the end of 22 and beginning of 23 should be the same sc.
-slp st to the ch spc of beg shell of last rnd, and slp st into it, ch 3, then finish the cluster with dc, ch 1, 2 dc - continue in established pattern.
