I struggled to find the pattern to this after someone else posted a project on face book. I looked and looked but finally tried to wing it by guessing a lot, using shuttle wound CTM with ball. After making 1 of the 2, I blundered onto the Italian video that shows it - and they were needle tatting. I went ahead and finished as I started, so they would match, but here is the link on youtube, and there is written instructions they put up (nd=ds ins=join) :

Oh by the way, after making the first and cutting the threads I realized my CTM ball/shuttle was no longer connected and was sad… but, I soon realized I only needed to unwrap about 2 yards and place it on my left side and it would become my ‘new ball’ and I could continue CTM ball & shuttle. :)

I used the size 14 crochet hook to put the tiny seed beads on my picots - not all the beads would let the crochet in, so I had to pick thru them.
