This is Rose from The Idiot’s Lantern - because I loved her beautiful pink dress!
She is based on a mixture of Nyss Parkes’ pattern for Rose and the original pattern for the 10th doctor; with added bits (the skirt, obviously. The jacket is a shortened and pared down version of the doctor’s coat).

2) - 3) sc
4) inc every 3rd st
5) (2 sc, inc) repeat
6) (4 sc, inc) repeat
7) - 9) sc
10) (6 sc, inc) repeat
11) - 13) sc
14) (sc, dc) repeat, f.o.

All the other alterations should be evident from the photo or easily modified from the original pattern.
