I found a pattern in one of my books I think might work as a starting point. Ribbing at waist and sleeves both looks to be quite deep. I’ll make the waist ribbing 4.5 inches. The collar also seems to be quite deep, perhaps 2 1/2 inches. The jumper looks to have positive ease. Perhaps 1 or 2 inches.
After testing several yarns I think I’ll most likely use the Mor Aase baby yarn from Sandnes. It’s half merino half acrylic. I’m generally not a fan of acrylic, but this yarn is very soft, and knits up to a fine, soft, pliable fabric. As the jumper will be stranded this is rather important.
Gauge is 22 stitches/4 inches. 34 rows/4 inches.
Pattern:
Row 1: k4 black, 1 white, k7 black, k1 white, k4 black
Row 2: P4 black, p3 white, p5 black, p3 white, p4 black
Row 3: k4 black, 1 white, k7 black, k1 white, k4 black
4 rows black.
Row 11: k1 white, k7 black k1 white
Row 12: p2 white, p5 black p2 white
Row 13: k1 white, k7 black k1 white
4 Rows black
Collar:
K1 p1 rib.
I took a collar pattern from a toddler shirt pattern in the same book. I picked up approx. 150 stitches by k1 m1. I then shaped the collar using short rows. & rows of short rows: knit until there are 15 sts left on needle, turn, knit until there are 30 sts left on needle, turn, knit until there are 30 sts left on needle, turn, knit until there are 45 sts left on needle, turn, knit until there are 45 sts left on needle, turn and knit until end of row.
Next row increase one stitch beginning and end of row, knit 3 rows, and increase next. Continue like this until desired length. Finish with 4 rows of garter stitch, cast off.
Update 26/11-14:
Turns out the yarn I used was totally unsuitable for stranded knitting. The jumper does not keep its shape well, especially the ribbing gets stretched out easily. I have run thin elastic thread at regular intervals at the welt to help it keep its shape. The ribbing also tends to felt. I’ll never use this yarn again.
When the jumper is worn out I’ll probably make a new one with a tighter gauge.

After having watched the Poirot episode called “The Kidnapped Prime Minister” I’ve realised that the front opening of the jumper is different than I thought. It looks as if the buttons are fastened to a jabot knitted in the same stitch pattern as the jumper. The actual opening must be underneath the jabot. Strange choice of decorative feature on a jumper with such a busy stitch. At least this explains the feeling I’ve always had when Miss Lemon wore this jumper that somehow the dots doesn’t join up properly at that area.
I suspect that if I’m to knit another version of this jumper I’d have to get hold of a very fine Shetland type of yarn.

One day I will knit another version of this jumper, and when I do I’ll have a closer look at the two patterns below:
http://www.ravelry.com/patterns/library/a-raglan-jumper
http://www.ravelry.com/patterns/library/bobble-stitch-jumper
The raglan jumper has a jabot I think will work well, as well as a good collar. The bobble stitch jumper has a good overall shape.
