As with many other knitters, I found the instructions for section 2 problematic. So I decided to increase at the end of row 1 and the beginning of row 4 (I did the increase one stitch in from the selvedge stitch). I decreased at the start of row 5.

I first tried increasing every other row, but that gave too sharp an angle, so I ended up with the slower increase.

For section 3, I increased at the end of every RS row and the beginning of every WS row, with the 4-stitch bindoff at the beginning of row 1.
