Wow. Ravelry doesn’t have a 4.25mm hook option? I’m using a Boye hook that states “G--4.25mm.”

pic 5: I lay the crocheted piece over the inside hoop (the piece w/o the screw) and ensure the last row is hanging over it

pic 6: I loosen the screw on the outer hoop so that it is still threaded but ready to be opened as wide as it can be (but still be connected). I place the outer hoop carefully over the piece laying on the inner hoop, careful to catch just the last row. I fiddle with it, working from bottom to top, pulling the top row out the back until the piece is stretched as evenly as I can make it. Then I tighten that baby up.
