The pattern is written for a child sized collar but no thread size is given. Since I’m using sport weight cotton, this will be much too large for a child. Probably too large for an adult, but I like the Lotus, so we’ll see how this goes, for now. ETA: the collar fits an adult nicely.
The pattern contains a number of errors and omissions so it took some detective work to get it sorted out. Here is my version of what was intended.

Repeat Rows 16-22 for the other 5 points, omitting the final shell at the end of the last point.
Then make a row of scallops: Turn, [[skip 1 shell, 6 dc between next two shells, sl st between next two shells] 3 times, 6 dc in tip of next shell, sl st between next two shells, [skip 1 shell, 6 dc between next two shells, sl st between next two shells] 2 times, skip 1 shell, 6 dc between next two shells, sl st in point of shell between the points] 6 times, ending with a sl st in the tip of the last skipped shell. Fasten off.
With right side facing, attach with a sl st in the first st of the foundation ch, [skip 3 sts, 8 dc in next st, skip 3 sts, sl st in next st] 18 times. Fasten off and weave in ends.
Run a cord through open space at top, fasten tassel on each end.
