I have decided to make it a skirt. I copied this from what I wrote in the spoiler thread chatter, explaining my plan:

To start, I measure around the widest part of my lower body (hips and back side) that the skirt will need to fit over. Mine is about 41.5 inches. Then I check project gauge and do the math to see what number I need to cast on.

Stated gauge for this MKAL is 18 stitches = 4 inches, which is 4.5 sts per inch, giving me a cast-on number of 41.5 x 4.5 = 187. If my gauge is a little off, I don’t really worry. Elastic at the waist will make it fit.

Usually, I do a provisional cast-on, work 2 1/2 inches flat stockinette, work one round knitting together each working stitch with a provisional stitch, folding the waistband with knit side showing to make waistband casing for elastic (since I knit the first part flat, there is now a neat slit in which to insert elastic), and then join for round and knit one round.

So I will join the MKAL when the stitch count is about where my cast-on number is. I will increase or decrease whatever number needed to get on track with the design.

From the given gauge and needle size and yarn weight, I expect this will be a very airy, open fabric, maybe quite lacey? I will probably need a petticoat or underskirt. But it could be perfect for summer!

Am going to join clue 1 on round 47, after I increase to 288 sts.

Increasing 187 to 288:
(M1, k2) x 43
(M1, k1) x 14
(M1, k2) x 43
M1, k1

Will do the cast-on and waistband in color A and switch to color B once joined in the round.

So after the modifications of clue 1 to make waistband, no more modifications are necessary for the MKAL.
