I used the overall pattern for these to make sure I had the correct size and then just knit a solid blue hat with the white stripes in them. I then went back and did the Norwegian Flag using the duplicate stitch.

I’m fairly new to knitting and I’m not sure if that was the best technique to use, but the hats turned out fine and the recipient seems happy with them. :-)
