Plan after researching:

Use size 1s for yoke and 4s for body to make it smaller.
Cast on with this 3-in-1 Tech Join
Try stationary jogless stripes
Add some some simple wrap-and-turn short rows (2 at a time) to the back starting after row 3.

We’ll see how it goes!

Picked this back up now that I have time to work on it this summer.

I used size 4 needles for the body and size 1 for the colored bands.

Cast off using size 2 needles and the following method:
1) Work first 2 stitches.
2) Slip the stitches purlwise back to the left-hand needle.
3) Work these 2 stitches together through the back loops.
4) Work the next stitch
Repeat 2-4
